Certification Registration & Maintenance

When an organization wants to register certification on management system to the Korean Foundation for Quality (KFQ) must meet the following requirements. These requirements could be modified according to certification system-related laws in Korea, international standard and process of the KFQ. With the below requirements, the organization must abide by other special requirements by audit standard it applies for. (Refer to Attachment 1. Special Requirements for Certification Registration by Audit Standard‘)

  • 1. Organization that applies for certification must build a relevant system appropriate to application standard (criteria), and then consign it to writing. According to the established procedures and measures, the organization must implement and maintain its activities effectively.
  • 2. Organization must comply legal regulations related to certification scope. It also has to observe requirements asked by certification body and requirements of the KFQ for maintaining certification registration and modified requirements as well.
  • 3. When it comes to operation of certification system, witness audit and special audit could not be declined, which are conducted directly by certification body or IATF (in case of TS 16949). In addition, it could not be refused that witness auditor of the KFQ witnesses an audit on organization who applies for certification, with the aim of assessing the relevant auditors.
  • 4. Organization must have a record of performing internal audit and management review at least more than once, and its cycle should be more than once a year.
  • 5. Audit phase 1 must be implemented before site audit (Audit Phase 2). At the phase 1, make sure to confirm the preparation of site audit is complete by checking written documents of the system that would be certified and its implementation state as well. Data on Attachment 2 must be prepared to submit at the phase 1 of audit.
  • 6. It is a principle that the audit phase 1 must be implemented by audited body. When the audited body does not agree so that the audit phase 1 fails to be implemented on the site, the whole audit is more likely to be suspended during the phase 2.
  • 7. When the preparation for site audit (phase 2) is not complete as the result of audit phase 1, site audit cannot be conducted and the certification process is suspended, resulting in failing to get certified. In particular, when the preparation for audit phase 1 is not complete, the audited body would be considered as failed to prepare site audit.
  • 8. When an organization changes its certification body and registers certification, and a change site audit and a regular audit (surveillance and recertification audits) are implemented in a row, the planned regular audit (surveillance and recertification audit) can be suspended if requirements of the change site audit are not fulfilled.
  • 9. It is required to permit access to all places, reading relevant records and interviews with employees, in order to check documents related to system development and the status of system implementation for all audits of certification registration and its maintenance.
  • 10. During the application and reviewing process for registering certification, certification registration can be impossible in the following cases.
    • 1) If the organization applying for certification expressed the intention to abandon certificate registration by official document and/or other method
    • 2) If after the first step screening stage 2 audit (on-site examination) is not made ​​within 90 days
          (In case of review for renewal, if review for renewal is not executed within expiry date)
    • 3) If serious major inconsistence or multiple major inconsistence occurred (discontinued judgment due to system failure) during the review for initial and renewal certification registration
    • 4) If settlement for nonconformity (confirmation of corrective measure report and field confirmation review) was not completed within 90 days as the result of initial review for certification registration or certification review during renewal review
    • 5) If, as a result of reviewing certification registration, there is no resource and organization to satisfy the requirements of certification system standard or if most of certification system doesn’t operate
    • 6) If there is lack of reliability on certification system from persons concerned such as clients due to complaints and public criticisms
    • 7) If, during certification application, planning review and review, requested information or documents were not provided or were proved to be false
    • 8) If major facts on reorganization, system or amendments were not opened
    • 9) If contract or agreements with quality foundation were violated
    • 10) If certification cost was not paid
    • 11) If procedure for certification registration was stopped before completion due to dismantlement of organization or contact interruption
    • 12) In case of other serious problem in system
  • 11. In case of serious complaint or violation of law submitted by client in relation to the content of certification applying standard before the certification registration (from the time of application), this shall be notified to quality foundation.
